If you want to stay in Türkiye longer than your visa or visa-free period allows, you will most likely apply for a short-term residence permit (kısa dönem ikamet izni). One of the documents you cannot skip is valid health insurance. The insurance itself is simple, but if the dates or the coverage are wrong, your application can be returned. This guide walks you through it step by step.
Why is health insurance required?
Under Law No. 6458 on Foreigners and International Protection, foreigners applying for a residence permit must be able to cover their healthcare costs while they stay in Türkiye. The most common way to meet this requirement is a private health policy for foreigners that follows the minimum coverage accepted by the Presidency of Migration Management (Göç İdaresi). In Türkiye this product is often called "ikamet sağlık sigortası" (residence health insurance) or "yabancılar için sağlık sigortası" (health insurance for foreigners).
Documents you will usually need
The document list depends on your type of application, and you should always check the current list on the official e-İkamet system. For a short-term residence permit, you will typically need:
- The application form, completed online and signed
- Your passport or an equivalent travel document
- Biometric photos
- Proof of your address in Türkiye (a notarised rental contract, title deed or accommodation document)
- A statement or proof that you can support yourself during your stay
- Valid health insurance covering the full permit period you request
- The receipt for the residence permit card fee
You apply online through e-İkamet and then attend your appointment at the provincial migration office with your documents.
Policy dates: where most mistakes happen
Your health insurance must cover the residence period you are applying for. In practice there are two situations:
- First application: the policy should start on a date that matches your application date. A policy that started long before you applied may not cover the full period you request.
- Renewal: the new policy should start on the day your current permit expires, so there is no uninsured gap between the two permits.
The policy term must also match the permit length. If you want a two-year permit, you need a two-year policy; applying for two years with a one-year policy can make your application incomplete.
Who may be exempt?
Not every foreigner needs a separate private policy. The requirement usually does not apply to:
- Dual citizens who also hold Turkish citizenship
- Foreigners covered by the Turkish social security system (SGK), for example because they work legally in Türkiye or are registered with general health insurance
- Foreigners married to a Turkish citizen, if the Turkish spouse has an active SGK record with no outstanding debt; the foreign spouse can usually be covered under it
If you are not sure which group you fall into, check before you apply. It may save you the cost of a policy you do not need.
What does the policy cover?
Residence health insurance has two main parts: outpatient care (doctor visits, tests, imaging, medicines) and inpatient care (surgery, intensive care, hospital stays). Because the coverage structure is standard across authorised insurers, the difference between companies is usually the price and the network of contracted hospitals.
There are also limits you should know about:
- The policy is valid only in Türkiye; treatment abroad is not covered.
- Pregnancy and childbirth are not covered.
- Waiting periods may apply to pre-existing conditions.
- Because the structure is fixed, you cannot add extra coverage later.
If you want wider protection, you can take out an optional private health policy alongside your residence insurance.
What affects the price?
Since the coverage is standard, the price mainly depends on your age and the insurer you choose. The policy term matters too. Some insurers do not accept applicants above a certain age or apply different terms. Comparing several insurers is the easiest way to get the same coverage for less.
